Since 2016, it has been mandatory to use low beams during the day on highways. However, Law 14,071/2020 brought changes. Currently, vehicles without daytime running lights (DRL) must keep their low beams on on all highways.
Vehicles with DRLs only need to use low beams on single-lane highways outside urban areas. Failure to comply with this rule results in a fine of R$130.16 and four points on the National Driving License (CNH).

Changes to insulfilm rules
In 2023, the rules for using films on car windows, known as insulfilm, were updated. It is now prohibited to use insulfilm with bubbles on the windshield and front side windows. This infraction is considered serious, resulting in a fine of R$ 195.23, five points on the driver's license and vehicle retention.
Furthermore, the minimum light transmittance permitted in films has changed. Previously, a minimum of 75% was required for colorless films and 70% for colored films. Now the unified limit is 70% for all types. In rear side windows, the minimum index allowed is 28%.
Right turn at red light
One change that has generated discussions is the possibility of turning right at red traffic lights, as long as there is signage allowing movement. Many municipalities have already adopted this measure.
Marco Fabrício Vieira, a lawyer specializing in traffic, points out that, without specific regulations from Contran, this practice is still considered illegal. Even with future regulations, drivers must give priority to pedestrians before turning.
News in the CNH categories
The new CNH, implemented in June last year, introduced a table with codes for driver categories. The categories remain the same (A, B, C, D and E), but now have additional codes, such as A1, B1, C1 and BE, aligning with international standards.
According to Vieira, this change makes it easier for traffic agents from other countries to inspect the driver's license.
