Published in the Official Gazette of the Union, the Law 14.643/23 established the rules of the National System for Monitoring and Combating Violence in Schools (Snave).
For the Federal Government, the new system is a way of organizing preventive actions within schools and guaranteeing effective support for members of the school community who have been victims of violence.
Increase in violence in Brazilian schools
In recent years, data on violence have increased in Brazil, generating fear in the population and fatal victims in various educational institutions throughout the country.
According to Agência Senado, 90% of Brazilian families are afraid of some type of violence at school.
The same survey pointed out that “32% of Brazilians received videos or messages with threats of violence in schools in recent months.
Therefore, the new law intends to create a security communication channel. The program will also offer advice to schools, implement educational projects that promote a culture of peace, and produce studies on occurrences of school violence.

Actions of the system to combat violence in schools
According to the original text, Snave will work as a support service. Therefore, an accessible telephone number will be created to receive any reports of violence, threat or imminent risk within the school units.
Likewise, the service will be responsible for organizing and “producing studies, surveys and mapping of occurrences of school violence” in Brazil.
To ensure the creation of effective actions, the Federal Government will work in partnership with states and municipalities to collect data and establish the necessary support.
Therefore, the text, which was sanctioned by the President of the Republic, Luiz Inácio Lula da Silva, determines other actions, such as the dissemination of preventive measures and psychosocial support for victims of violence in schools.
The government hopes to create an integrated information system to combat violence, so that data can be received by different media, whether by email, telephone or other means of communication.
Through preventive actions and support for victims, the National System for Monitoring and Combating Violence in Schools will be an official measure to ensure the safety and well-being of the school community from the country.
