Will it be the end of FGTS and unemployment insurance?

On the initiative of the Minister of Economy, Paulo Guedes, a study group called Grupo de Altos Estudos do Trabalho (GAET) was formed. This study aimed to propose a series of changes in labor legislation, that is, to carry out a “mini-labor reform”.

The proposal

The group's scholars, until then, proposed creating a fund that would be maintained by employers' deposits, but this would not be in the name of each worker, as it currently works with the FGTS. In addition, the 40% fine on unfair dismissals should be abolished.

However, unemployment insurance, as well as the aforementioned fine, are intended to support the employee when fired. In this way, these are benefits that intend to facilitate their subsistence while they relocate in the labor market.

Furthermore, the Fundo de Amparo ao Trabalhador (FAT) would manage a single worker protection fund. unemployment, with flexible access to the FGTS at any time, contrary to how it occurs at the moment.

The argument used by the group is that the withdrawal of these worker rights will lead to a reduction in employee turnover. In view of this, companies would have more resources to invest in new hires.

However, despite the thought behind this proposal being precisely a reduction in the levels of unemployment in the country, specialists fear that the reality is completely opposite.

Are the risks really real?

Just when the hypothesis regarding the end of the benefits arises, it is already a relevant factor enough to scare the worker. However, so far, the proposal is only in the category of a study, and despite having been presented, has not advanced and does not have real evidence that it will actually advance, to the point of being voted on by Congress National.
