Social Security started the year 2022 with the great challenge of advancing the queues of requests under review. At the end of 2021, almost 2 million citizens had requests for retirement, pensions and aid still under review. The body claims that the lack of public servants to examine the processes and the stoppage of medical expertise due to the pandemic are the main reasons for this delay. Understand the delay in pension analyzes
According to the recent survey by the Brazilian Institute of Social Security Rights (IBDP), 1,838,459 benefit requests were awaiting a return in December. The non-profit civil organization obtained a return through a request addressed to the INSS.
In addition, of the total number of requests that are under analysis, at least 500,000 are related to the Continuous Provision Benefit (BPC) for people with disabilities. With regard to medical expertise, the INSS informed the IDBP that 457,800 applicants had an appointment scheduled for December.
As a result, through an agreement ratified with the Federal Supreme Court (STF), the INSS undertook to examine processes within a maximum period of 90 days and carry out medical and social assistance investigations within 45 days.
Even when he took over as president of the INSS in November, José Carlos Oliveira promised to resolve all requests in the queue by July 2022. The promise, however, is somewhat ambitious.
This is because we have to consider that there is a stock of around 900,000 backlog processes. So, the INSS will have to analyze 131,000 more requests per month to clear the queue. Currently, the agency receives an average of 800,000 requests per month for benefits, expertise and scheduling, and processes around 700,000.
Analysis history
The stock of processes under analysis by Social Security was at 2.3 million at the end of 2019. This queue decreased to 1.5 million in 2020, but again had a considerable increase in last year. However, the INSS informed that a series of measures are being implemented to advance the examination of the processes. Among them are investment in automation, employee training and relocation of servers from other areas to analyze the benefits.
However, according to the agency, 25% of delays occur due to the lack of presentation of necessary documents by citizens. Regarding medical expertise, the INSS reported that there was a decrease of about 300,000 in the total number of people waiting for consultations since March last year.
Pandemic
With the emergence of the Ômicron variant of the new coronavirus, the agency faced yet another obstacle in the challenge of eliminating the queue of expertise. That's because the INSS had to suspend the consultations of the Disability Benefit Review Program and reschedule them for the second semester. However, no insured person will stop receiving the benefit, which will continue to be paid normally until the review date.
With that, the agency is trying to invest in telemedicine to keep the queue of expertise going. The INSS has already edited an ordinance that authorizes consultations via videoconference in ten municipalities: Francisco Morato (SP), Minas Novas (MG), Vassouras (RJ), Santo Augusto (RS), Olhos D’Água das Flores (AL), Corrente (PI), Pedro Gomes (MS), Ji Paraná (RO), Lábrea (AM) and Brotas de Macaúbas (BA). The pilot experience will last for 90 days.
