The National Traffic Council (Contran) published, this Tuesday (20), a new definition for circulation of mopeds, scooters, skateboards and electric bicycles and motorcycles. The new rules come into effect on July 1, 2023.
The approved initiative aims to regularize and improve the inspection of these mobility low power so to speak.

Due to the considerable increase in vehicles such as bicycles and electric scooters, the Contran resolution established a classification to facilitate inspection, as well as the licensing and registration of vehicles with traffic authorities.
The measure was also influenced by the high number of traffic victims in the country, one of the deadliest in the world. Thus, the justification is that the proposal aims to promote the conscious and safe circulation of motorcyclists, cyclists and pedestrians.
The national traffic secretary, Adrualdo Catão, informed that the main objective of the new definition is to guarantee
more security. He also said: “taking care of the most vulnerable, especially two-wheeled vehicle drivers, is one of our main bets on achieving the internationally agreed death reduction targets and guaranteeing safer and more human".Another reason to regularize vehicles and equipment is that the classification provides legal certainty. Drivers will be guided and will follow the appropriate procedures for the vehicle they drive. Thus, they will be able to circulate with peace of mind on the streets of the country.
More details about the new Contran rules
According to Contran, the norm will observe the characteristics of each vehicle. In some cases, the following will be considered: engine power, safety equipment, speed, registration, license plate and license.
See how the vehicles were described according to the new resolution:
- Moped: vehicle with two or three wheels with an engine of up to 50 cm³ limited to a maximum speed of 50 km/h.
- Bicycle: human-powered vehicle, equipped with two wheels, not being, for the purposes of the Brazilian Traffic Code (CTB), similar to a motorcycle, scooter and moped.
- Self-propelled personal mobility equipment: scooters, skateboards and motorized unicycles.
For mopeds, you must have a National Driver's License (CNH), while electric bicycles must have a bell, signaling, speed indicator and engine operating system.
