'More Doctors' program returns with changes and incentives for health professionals

Last Monday (20), the current president of the republic, Luiz Inácio Lula da Silva (PT), relaunched the Mais Médicos program for Brazil, with the aim of filling vacancies in the Unified Health System (SUS). The expectation is that the number of professionals will rise from 13 thousand to 28 thousand.

Created in 2013 during the government of Dilma Rousseff, the Mais Médicos program aimed to expand the supply of doctors in the country, mainly in poor and difficult-to-reach regions. Currently, there are 18,000 vacancies: 13,000 professionals are working and 5,000 are vacant.

The notice to fill these 5,000 vacancies should be published later this week, according to Minister of Health, Nisia Trindade. The value of the grants will be around R$ 12,800, in addition to housing assistance, which varies according to the region where the doctors will work.

Program benefits

The program participation contract is for four years, extendable for the same period. In total, the investment planned by the federal government for this year is R$ 712 million. The main benefits that act as a kind of incentive are:

  • Payment of an additional 10% to 20% of the total sum of scholarships for the entire period for physicians who remain at least 3 years (36 months) in the vacancy, depending on the vulnerability of the municipality;
  • Additional payment of 40% to 80% of the total sum of scholarships for the entire period in the program for physicians trained by Fies (Finance Fund for Higher Education Students);
  • Incentive for Fies doctors residing in Family Medicine, with assistance in paying student loan debts;
  • Complement of the scholarship value for women on maternity leave who start to receive the INSS aid;
  • 20 days leave for paternity leave;
  • Offer of specialization and master's degree.

Who can participate?

The program maintains the possibility of foreign and Brazilian physicians trained abroad, but gives preference to natives trained in the country.

Physicians with a foreign diploma, according to the Ministry of Education, will receive an incentive to take the Revalida, a test that allows the validation of a diploma from an institution in another country to work in the Brazil.

Physicians with residency in Family and Community will have an additional score of 10% for selection in the program.

Minister Nísia Trindade spoke about the possibility of Cuban professionals working in the program.

“They [Cubans] can participate in the rules of the program. Those doctors without registration in Brazil, after fulfilling the first criterion, which is the priority of the Brazilian doctor trained in the country, can participate, "she said.
