The text of the project (PL) 2564/20, approved by the National Congress, set the salary floor at BRL 4,750 for nurses in the public and private sectors. This value serves as the basis for calculating the minimum wage for nursing technicians, nursing assistants and midwives. In this way, nursing technicians would have their salary levels around R$ 3,325, equivalent to 70% of the established amount. In addition, nursing assistants and midwives receive the equivalent of 50% of the value (R$ 2,375).

In addition, an excerpt from the project determined that the wage floors should be changed each year following the inflation reference calculated by the National Consumer Price Index (INPC). However, President Jair Bolsonaro vetoed this passage. In this view, the justification is that the passage is unconstitutional and is not in the public interest.

To enable the approval of the national nursing floor, the National Congress declared an amendment constitutional in order to provide legal security to the project, inserting the theme in the Constitution Federal. After that, the bill establishing the new values was approved with the assent of the vast majority of party leaders and representatives present.

According to the president of the Federal Council of Nursing (Cofen), Betânia Maria Pereira dos Santos, the estimate is that more than 80% of workers in the area receive amounts lower than the recent minimum, which now it's law. “There is infinite precariousness with regard to nursing wages. And now, by law, we are going to have a floor, it is the minimum, ”she highlighted.
