Alternatives for the ‘New Secondary School’: give up or reform the proposal?

The subject of “New High School” has been talked about over the last few days and has generated clashes about acceptance. There are several requests in favor of revoking the proposal and requests that the current president, Luiz Inácio Lula da Silva, revoke or reform the proposal. Even in 2016, when the proposal was put on the agenda by Provisional Measure 746/16, it was already heard that the change would bring bad responses to education.

Discussions about the possible worsening of the educational scenario, especially after the pandemic period, have been evidenced by teachers, directors of institutions and specialists in the area.

The Ministry of Education in the Lula government, managed by Camilo Santana, has demonstrated that it is ready to reform the proposal, having stated that there is no chance of revoking it. Still, the idea needs to be discussed if it would be enough just to readjust the proposal.

Understand the New High School

The state education networks, since 2016, continue to issue documentation, proposals, possible standards and curricular bases so that the format could be adapted to the New High School.

Certainly, the year 2022 highlighted the debate as we are on the way to an effective conclusion of the reform, with a date set for full implementation in 2024.

The movement has been happening especially in state public networks for a brief analysis of specialists: in Brazil, there are 27 proposals for secondary education. There are several documents that exist about the last years of basic education.

There is content that talks about elective discipline, mandatory discipline and there are documents that the focus is not on education.

How does New High School work in practice? What changes?

In the BNCC (Base Nacional Comum Curricular) there are the “main” subjects, namely Portuguese Language and Mathematics, reducing the load hours for the disciplines of human sciences and natural sciences, such as Sociology, Chemistry, Biology, Philosophy, History, Arts and alike.

Public education is at the forefront of debates from a perspective that is simple to analyze: state secondary education accounts for 80% of enrollments and, here, the difference is considerable.

There is an attempt to annul access to scientific training (reducing the workload of science) and teaching young people to “undertake and innovate”.

These same people, with a majority in public education, also have the right to access the university and have an academic future.

In addition to the teaching perspective, bringing secondary education reform into reality is indispensable. The BNCC, for example, says it is essential to consider the student's context for effective education.

In contrast to the document itself, the reform selects schools with greater purchasing power - which can offer the best electives for their students – and push schools that offer what they give away from teaching – the simplest electives a student can attend.

There is, therefore, a “disregard” of public schools and 80% of high school students, since the document was not prepared for all types of education.

The ideal strategy, between revoking and reforming, would be a reformulation with specialists in the field and several debates about the proposal.
