The Ministry of Justice, in partnership with the Ministry of Public Security, released an important ordinance with essential measures to prevent the increase of harmful and illegal content on networks social. The goal is to ensure more safety and tranquility for the school environment. That is, platforms will be held responsible if they spread content that encourages acts of violence or supports these crimes.
The process will be initiated by the National Consumer Secretariat (Senacon), which will monitor and verify the performance of companies. In other words, the platforms must send Senacon a complete report on the actions taken to limit and monitor the contents.

Importance of controlling access to social networks
This risk assessment will take into account all the negative effects found on the internet, especially the possibility of children and adolescents accessing inappropriate content for their age, in addition to the risks of content that encourages violence.
In other words, Senacon will ask social media platforms for important information about factors that may cause systemic risk. However, this includes having control over recommendation systems, content moderation, terms and policies of use, as well as the possibility of malicious and intentional manipulation of the service.
These are key measures to ensure overall online security. Senasp will coordinate efforts to share data between the networks and the competent authorities, in order to identify the authors of published content.
Control and identification of threatening profiles
The ordinance determines that Senasp guides the platforms to avoid the creation of new accounts from IP addresses already associated with illegal or dangerous behavior, whether related to extremist ideologies or other issues violent.
In addition, Senasp will create a database containing records of illegal content, which may be shared between social networks, making it easier to automatically identify these contents.
This database will contain images, links and other illegal content, each with unique encoding to help restrict the circulation of these posts on social media platforms.
Emergency protocol for serious threats
The measures do not stop there. In exceptional cases where there is a serious threat to security, the Ministry of Justice and Public Security may request the so-called crisis protocol, with immediate solutions.
In addition, the ordinance also requires social networking platforms to designate a representative responsible for communication with the police and judicial authorities, who can make decisions to help mitigate the situation of crisis.
It is important to remember that, if the obligations set forth in this ordinance are not fulfilled, the sanctions will be applied by competent bodies after passing through an administrative or judicial procedure.
