The Tax on Motor Vehicle Ownership (IPVA) is an annual state tax whose quota varies by state, ranging from 1% to 6%, depending on the value of the vehicle (FIPE Table).
IPVA is collected annually, with 50% of the amount collected going to the municipality where the vehicle was licensed. However, there are some options that guarantee exemption from this tax, namely: due to health problems and according to the year of manufacture of the vehicle.
It is worth remembering that the procedures for obtaining the benefit are supervised by the State Treasury Department.
1. Exemption for physical or mental illness
The owner of a vehicle who suffers from a mental or physical disability may apply for exemption from IPVA 2022. However, it is necessary to follow the regulations of each region. Regardless of each state having its own set of rules, here is a list of illnesses that can lead to a tax exemption claim: paralysis; polio; Parkinson's; internal and external prostheses; spine problems; tetraparesis; Down's syndrome; thalidomide; chronic tendinitis.
2. Exemption by year of manufacture of the vehicle
Another factor that may lead to the extinction of IPVA in 2022 is the age of the vehicle. Unlike a sick claim, the benefit is granted automatically. The free IPVA is obtained in three states after ten years of manufacture.
However, in most states, the age of the vehicle to obtain the exemption is 15 years (in 16 federative units, this is the deadline). In four states, the time required to ensure compliance is 20 years. In Santa Catarina, the benefit is valid only for vehicles manufactured before 1985.
In Mato Grosso, however, the manufacturing time must be at least 18 years to obtain gratuity. In Minas Gerais and Pernambuco are the only states that do not offer total exemption from IPVA, only progressive exemptions.
