the president of Russia, Vladimir Putin, declared this Wednesday (19) the establishment of martial law in four regions of the Ukraine that were recently annexed: Kherson, Zaporizhzhia, Donetsk and Luhansk.
Martial law allows administrative control of these regions by the Russian military. The measure alters the country's regulations, since civil laws are no longer prioritized to the detriment of military ones.
This law is usually triggered in periods of conflicts such as the war between russia and ukraine.
"I signed a decree on the introduction of martial law in these four constituent entities of the Russian Federation. It will be sent immediately to the Federation Council for approval, and the State Duma will be informed of the decision."

The measure is not yet in force as it needs to be approved by the Federation Council, which is similar to federal Senate.
Ukrainian President Volodymyr Zelensky took the same step at the beginning of the Russian invasion of Ukraine.
Putin also restricted the entry and exit of civilians into eight Russian regions and those annexed by Russia, including the Ukrainian territories of Crimea and Sevastopol.

War between Russia and Ukraine
Started in the early hours of February 24 of this year, the war between Russia and Ukraine has taken new forms in recent weeks.
After the Ukrainian government began a retake of regions under Russian command and with the support of some nations from the West, President Putin held a referendum on the annexation of four Ukrainian cities to Russia.
The result of this referendum showed popular support from residents of these regions at 96%. Voting took place over five days last month.
On the last 12th of October, the General Assembly of the Organization of the United Nations (UN) adopted a resolution condemning this Russian initiative. In all, 143 countries were in favor of the UN measure.
After the referendum, part of the Crimean tip was heavily bombed. Putin blamed Ukraine for the attack.
This month, the Ukrainian capital Kiev suffered Russian bombings. That was the attack on the city since the beginning of the war in February.
