free pass is a authorization given by an agency or institution so that a given individual, under some conditions, can have special rights regarding your locomotion.
As a rule, free passes are related to the means of public transport in Brazil, such as buses, subways, trains, etc.
O student free pass it is a right granted by some Brazilian states to students in the public education system (primary, secondary and technical), as long as they are regularly enrolled. Private education students are not entitled to this gratuity, unless they are scholarship holders.
The Federal Government also makes available a project called “Passe Livre” (Law No. 8.899/1994), which consists of facilitating the mobility of needy people financially and with some type of disability between the Brazilian states, through the concession of free tickets on public transport interstates.
Free Pass Movement
The Movimento do Passe Livre (MPL) is identified as a social, non-partisan, autonomous and independent movement. In other words, the MPL does not act in alliance with any political party, religious current, NGO or other private institution, for example.
The main objective of the Free Pass Movement, which was officially created in 2005, is ensure quality public transport for all citizens and at zero cost (the so-called “Zero Tariff”).
With this ideal, MPL members fight and claim against the absurd increases in public transport tickets in several Brazilian cities.
One of the great complaints of the Movimento do Passe Livre is that the price of tickets increases without a significant improvement in the quality of transport.
