Single Registry of Civil Identity
The RIC, through the creation of a single identity registry for Brazilians, aimed to increase the agility of the identification processes and the safety against fraud and forgery.
In addition to the registration number, the RIC project - proposed by Law 9,454/1997 - provided for the creation of a physical document with a chip (similar to a credit card), where all documents and information of the holder would be registered.
This document would be made of polycarbonate, a material that is more resistant than the current identity document. In addition, the information would be laser engraved, a procedure that prevents wear and cannot be removed with chemicals.
The RIC would follow the international identification standards of the International Civil Aviation Organization (ICAO), an agency linked to the UN.
In addition to documents such as CPF, CNH, PIS/PASEP and Voter Registration, the RIC would also have the following information: fingerprint, photo, height, eye color, gender, date of birth, blood type and if the person is a donor. organs or not.

The implementation of the RIC
The Civil Identity Registry project has existed since 1997 and was regulated in 2010. The proposal would be implemented in the country gradually and would start in the states of Rio de Janeiro and Bahia and in the Federal District.
The forecast was that in 9 years, all Brazilians would have their unique registration and document, however, the execution of the project has not yet come out of the paper.
The advantages of RIC
Instead of the countless documents that a Brazilian possesses today, the single registration would allow all information necessary for its identification were located by the registration number or by the chip of its card.
In addition to making life easier for citizens, who would need to provide only one number for any identification, the issuance of documents unified in only one body, it would facilitate the processes for the public administration, as it would integrate the database into a National Registry Single.
In case of loss of the document, the process would also be less bureaucratic. With the unification, Brazilians could request a duplicate of the RIC in any unit of the federation (UF), even if it was not the unit issuing their document.
