The need to train the population to use information and communication technologies (ICTs) was proposed by debaters at the seminar held jointly, this Tuesday (21), by the Science and Technology; of Communication and Education of the Chamber of Deputies. The event, which had as its central theme ‘meaningful connectivity’, aimed to establish minimum connectivity parameters that guarantee this right to the entire society.
Given the condition established by experts that, without the population's 'digital literacy', the tendency is for social inequalities in the country to expand, an IBGE survey was released, according to which, the majority of those who did not use the Internet were poorly educated or elderly; another 47.7% admitted that they did not know how to access the network and 23.5% did not 'feel' the need to do so.

Lack of digital literacy – When commenting that the data presented by IBGE would indicate a ‘lack of digital literacy in the population’, the deputy secretary of Telecommunications of the Ministry of Communications, Pedro Lucas Araújo, observed that “most likely, the person who says they are not interested or does not feel the need to access the internet does not see the value in this resource".

Regarding the inclusion of ‘Conecta e Capacita’ in the Growth Acceleration Program (PAC), Luciana commented that “the fact that [the program] being in the PAC is also a political achievement, which means that it will be something monitored by the president of the Republic".
Minimum parameters guarantee – In order to guarantee ‘minimum parameters of connectivity for citizens’, the president of the Commission for Science, Technology and Innovation, deputy Luisa Canziani (PSD-PR) believes it is necessary to improve the infrastructure of network. “A stable, high-speed network is essential for citizens to explore the functionalities and applications available in the most varied fields”, she added.
