Project reinforces National School Meal Program

The School Food Councils (CAEs) and the National School Food Program (PNAE) must count on reinforcements, in financial terms and infrastructure, according to Chamber bill (PLC) 90/2018, approved, this Tuesday (19), by the Senate Education Committee federal. As it had already been approved by the Chamber of Deputies, the matter will now be analyzed, as a matter of urgency, by the Senate Plenary.

Authored by senator Professor Dorinha Seabra (União-TO), at the time when the parliamentarian was a deputy, the project determines that states and municipalities, in the regarding school feeding, must provide physical facilities, in addition to human and financial resources, in order to guarantee the full functioning of the CAEs.

Another guideline set by the project is that states and municipalities, within the scope of their respective jurisdictions, will have to complement, for local law, the rules relating to the execution of the PNAE, in relation to objectives, beneficiaries, forms of management, education and security actions nutrition, as well as explaining execution and control processes for the money transferred by the National Education Development Fund (FNDE).

If they do not institute, within a period of three years, a law that regulates school meals, states and municipalities will have their respective transfers of PNAE resources suspended.

According to Dorinha, the project originated from demands from the state Education departments, in view of the of the ‘relevance’ of school meals for millions of students, both in quantitative terms and qualitative.

“It is at school that in many cases the best meal can be had by children and teenagers. Because it has a nutritional map and great care regarding the quality of the food”, emphasized the parliamentarian.

Rapporteur of the legislative matter, senator Damares Alves (Republicanos-DF) highlighted the PNAE's mission to contribute to the biopsychosocial growth, learning, school performance and the formation of healthy eating habits in students.

“To get an idea of ​​the scope of the PNAE, it is worth remembering that in 2022 more than R$3.5 billion were transferred to serve 37 million students in Basic Education in state and municipal schools, in more than 144 thousand schools”, stated Damares, adding that audits by the Federal Court of Auditors (TCU) attest that precariousness is “the most evident mark” of the functioning current status of CAEs.
