Daycare centers should prioritize children who are victims of violence

Children whose mothers have been victims of violence (physical or sexual) must have reserved places in daycare centers in São Luís (MA), according to the bill proposed (162/232) presented, this Thursday (21), by councilor Karla Sarney (PSD) to the Justice and Social Assistance committees of the capital's City Council Maranhão.

When classifying domestic violence as a complex social problem, which affects both women and children, Karla commented: “We can say that the practice of domestic violence is the result of an ancient and patriarchal culture, based on the superiority of men and their conviction that women and children are property yours, owing you obedience and compliance with the orders imposed, having disastrous repercussions on society, generating serious physical and mental health problems for those who suffer from this type of violence, especially children who suffer, or who come from places where such violence occurs, bring traumas that accompany them for the rest of life".

However, in order to enroll children affected by violence in daycare centers, the councilor establishes the condition that mothers or guardians present copies of the police report registered at the Special Women's Assistance Police Station, as well as the corpus delicti examination report issued by the agency competent.

In order to guarantee the proper safety of mothers and children, the parliamentarian's text provides that, if necessary, the transfer of children from one daycare center to another within the Municipal Network of Teaching.

Mandatory disclosure – With the aim of providing transparency in the filling of vacancies in public schools, law 14.685/23 was sanctioned by the acting president, Geraldo Alckmin. It is mandatory to publish a waiting list for places in schools and daycare centers in the country, the criteria for which will be drawn up is the 'order of placement' and, if possible, by 'unit school’.

Coming into force, from this Thursday (21), the legal determination provides, even if the criteria used in preparing the waiting list are disclosed in advance. The new rule was inserted into the National Education Guidelines and Bases Law (LDB).
