Bill pending in the Chamber proposes greater public transparency

Minimum rules of public transparency and social control in educational matters. This is the essence of bill 2725/22, currently being discussed in the Chamber of Deputies, which includes, in the Law of Guidelines and Bases of National Education (LDB), additional norms that improve the question.

Among other measures, the legislative proposal determines that the education systems of the three administrative spheres (federal, state and municipal), in accordance with the principle of public transparency, should make accessible to civil society, in general, information related to the management educational. Among them, emphasis on vacancies offered by educational institutions; scholarships for students and civil servants; completed or ongoing teaching projects; dropout statistics and curriculum of management professionals. In this list, questions were included, such as data on the basis of decisions on school management and the execution of public resources, with the breakdown of revenues and expenses.

Author of the project – together with other parliamentarians – federal deputy Tabata Amaral (PSB-SP) points out that the proposal aims, in addition to increasing public transparency, to implement the fundamental right of access to information in the sector educational.

As a justification for the initiative, Tabata argued that the legislation on the subject still lacks rules. “Certainly, without access to information on the formulation, management and execution of public policies in the field of education, it becomes unfeasible to carry out democratic management in public education or the observance of a quality standard”, conditioned.

In the current stage of processing, the project will still be submitted for analysis, in a conclusive manner, by the Education commissions, followed by the Constitution and Justice commission (CCJ).

Check out the main points of the measure:

  • Parents, guardians and students have the right to information about school quality assessments carried out by public authorities or international organizations;
  • Universities will obey the principle of transparent and democratic management, ensuring the existence of deliberative collegiate bodies;
  • Full meetings of the National Council of Education (CNE) and its chambers will be open and transmitted over the Internet, with electronic availability of documents;
  • Community, denominational or philanthropic schools should give wide dissemination, on the Internet, of the public resources received, and may not have, as managers, persons (or relatives) who hold positions public.
