School without Party Project is archived in the Chamber

The president of the special committee of Escola sem Partido, Deputy Marcos Rogério (DEM-RO), ended the work of the committee without being able to vote on the bill (PL). With that, the PL is filed and should return to the agenda only in the next legislature. In the final speech, the deputy criticized the parliamentarians in favor of the project, who, according to him, have not attended the sessions.

“The opposition fulfilled its role, it carried out a systematic obstruction, with the presence of parliamentarians. The absolute majority of parliamentarians who are in favor, they came to vote and left the commission. This ended up generating this environment that did not allow voting”, says Marcos Rogério.

The deputy said he was approached by elected deputies who asked that the debate be postponed until next year so that they could participate. “The next legislature will have a new commission, new president, new rapporteur, new components. I received an appeal from many new parliamentarians to participate in this commission”.

Marcos Rogério said that he decided to end the commission's work due to the full agenda of the Chamber of Deputies at the end of the year. “The commission's work ends up competing with the plenary, creating obstruction there. I also have to be aware that there are other important issues for the country that need to be voted on in plenary,” he said.

According to the chairman of the commission, the tendency next year is for the project to be toughened and for there to be prediction of punishment for teachers, which was not foreseen in the text that would be voted by the commission. Despite not having been able to vote for the PL, the chairman of the committee considers that the debate was taken to society and that this is a “great victory.

The opposition celebrated the conclusion of the works. In a speech after the end of the session, deputy Erika Kokay (PT-DF) said that the obstruction work will continue next year.

Discussions

Discussions of the bill, which has the support of the president-elect, Jair Bolsonaro, have been heated in the Chamber of Deputies. Today was no different. Arguments are frequent both between parliamentarians and between protesters for and against the text. Deputy Erika and Deputy Flavinho (PSC-SP) even exchanged curses.

The clashes go beyond the National Congress. In the country, there are several movements on both sides. On the positive side, students have been encouraged to record lectures by teachers and parents to denounce teachers. On the other hand, last month, the Federal Public Ministry issued recommendations to put an end to arbitrary actions against teachers. Educational entities also mobilized, creating the School with Diversity and Freedom movement and launching a Defense Against Censorship Manual in Schools.

Procedure

Attempts to vote on the bill establishing the School without Party have been made since October 31st. According to the project, schools will be required to put up posters with teacher duties, including the prohibition of using your position to co-opt students for any political, ideological or partisan current. In addition, the teacher cannot encourage students to participate in demonstrations and must indicate the main theories on political, sociocultural and economic issues.

The proposal also includes, among the teaching principles, respect for the convictions of the student, their parents or guardians, giving precedence to family values over school education in aspects related to moral, sexual and religious.

Defenders argue that teachers and authors of didactic materials have been using the classes and works to try to get students to adhere to certain political currents and ideological. Critics say that current laws prevent any kind of abuse by teachers and that the project will lead to insecurity in classrooms and harassment of teachers. The information is from Agência Brasil.
