The Alfabetiza Brasil survey, which aims to provide information for public policies to combat school illiteracy, has been applied by Inep since April 15th.
A survey will be carried out with 341 literacy teachers from all regions of the country, who will will contribute to establishing criteria that define a literate student at the end of the 2nd year of teaching fundamental. Based on these criteria, a standard will be defined in Saeb on the percentage of students who must be literate at the end of the 2nd year of elementary school.

The national consultation will be held in five host capitals due to logistical issues. Here is the order of the capitals that will respond to the survey:
- Brasília (DF), Midwest, with the participation of 44 professors;
- São Paulo (SP), Southeast, with the participation of 55 professors;
- Recife (PE), Northeast, with the participation of 110 professors;
- Porto Alegre (RS), South, with the participation of 44 professors;
- Belém (PA), North, with the participation of 88 professors.
Inep will present tasks based on the skills expected of students in the 2nd year of elementary school in Portuguese, with reference to the National Common Curricular Base (BNCC). The teachers will respond to the survey based on their professional experience, assessing whether literate students are capable of performing the tasks presented.
During the application of the research, the participating teachers will discuss the results obtained. This information will be combined with other evidence, such as psychometric parameters, assessment matrix and scale, and will be analyzed by a group of specialists.
The prediction is that this data will be published in May. Based on this information, Inep will determine the national cut-off point for literacy at the appropriate age.
