In April 2021, the Brazilian Traffic Code (CTB) underwent several changes, including the extension of the deadline for renewal of the National Driver's License (CNH). The Chamber of Deputies approved the Bill for the Conversion of Provisional Measure No. 1,153/2022, which introduces a series of new modifications.
According to the lawyer and member of the Thematic Chamber of Legal Effort of Contran Marco Fabrício Vieira, around 55 modifications were established in the CTB in the National Congress. Among the amendments, several topics were addressed, including the implementation of periodic toxicological examination.

Changes have been established for the CTB
These are the new rules that will come into effect at any time upon approval of the House Bill:
1. drug test
The deadline for extending fines related to drug testing has been changed. Instead of being set for July 1, 2025, it was brought forward to July 1, 2023.
This change implies that affected drivers must carry out the drug test within the new stipulated period to avoid possible penalties.
2. traffic control
A significant change was approved that prohibits the signing of agreements between the states and the Municipal Civil Guard or Metropolitan Civil Guard for traffic inspection.
According to traffic law specialist Marco Vieira, this measure may present challenges for transit agencies that currently have agreements in force and depend on the support of these institutions in oversight.
3. Municipality can inspect expired driving license
The expansion of powers for traffic inspection on urban roads was approved by the Chamber of Deputies. With the prediction of change, most of the infractions may be shared between the state government and the city halls.
This, therefore, is the most expected measure for the regularization of fines and infractions.
