PL 1,248/2022: Free license renewal
Bill (PL) 1,248/2022, currently being discussed in the Federal Senate, provides for exemption from fees in the process of renewing the National Driver's License (CNH). The text was written by Senator Randolfe Rodrigues, who proposed a free service for professional drivers, those who make a living from working in traffic.
Pandemic was an aggravating factor for drivers
Data from the Institute of Applied Economics (Ipea), which show that more than 1.3 million people work in this sector in Brazil, were used to justify the proposal. In addition, the senator also pointed out the Covid-19 pandemic as an aggravating factor in the remuneration of these employees.
Brazilians need more personalized home delivery and passenger transport. Apart from these factors, during the same period (pandemic), it is estimated that fuel prices in Brazil have increased by around 60%.
Who can receive this advantage?
As this project brings, the idea is that it is beneficial for drivers who work in the transport of passengers and cargo. Therefore, if approved, the following workers will be exempt from the CNH renewal fee:
- Application drivers;
- application deliverers;
- Road transport drivers;
- Taxi drivers and motorcycle taxi drivers.
Necessary prerequisites for these workers
According to the proposal, the benefits will only be available to those who prove the completion of 20 hours of service per week in a six-month period prior to renewal of portfolio.
Currently, the text is still awaiting analysis and voting by other senators and, if it obtains a positive opinion, it must be forwarded to the Chamber of Deputies. If there are no changes in the legislature, the text will go for presidential approval, when it will finally enter into force.
