The accumulation of benefits occurs when a retiree starts to receive a death pension, as well. However, other situations can happen, such as a worker who receives sick pay, can receive a death pension, if she becomes a widow.
Under the current regulations, those who receive two payments are entitled to the full amounts of each benefit and this relationship is not limited to the ceiling.
The reform intends to reduce this value. The proposed amendment to the Constitution (PEC) proposes to limit the lower benefit and the reduction will be according to the variation of the benefit, since the greater the benefit, the greater the reduction.
The proposal says that in case a benefit is terminated, the other will have its full value. The path shows that the cuts will be greater for pensioners and civil servants, especially those in careers with higher salaries.
Accident benefit is cut in retirement
Amount paid for those who have consequences of some disease or accident was maintained even for retirees. However, in 1997, the law was changed and the aid started to be paid only up to the benefit due to age or contribution time.
Insured can receive two benefits at the same time
The government wants to impose a reduction in values that are not yet limited. Today, INSS insured workers are able to receive more than one social security benefit simultaneously
The reformulation proposed by the economic team intends to restrict this accumulation, reducing the complete amount that the insured person receives.
More than the ceiling
Currently, those who earn two benefits will be able to earn more than the Social Security ceiling, which this year is R$ 5,839.45
What can be accumulated?
1) Pension and retirement
- The pensioner who lost his wife is able to receive the death pension;

a) Old-age pension
This benefit is given to those taxpayers with 15 years of contribution to the INSS and who have:
- In the case of men it is 65 years of age, in the case of men;
- In the case of women it is 60 years old.
b) Retirement due to contribution time
This modality has no minimum age to be requested, however, the INSS requires:
- 30 years of contribution, in the case of women;
- 35 years of contribution, in the case of men.
2) Pension and disability benefit
it is possible that some of the disability benefits will be paid if the insured becomes a widow or widower.
- Illness benefit;
- Accident assistance;
- By disability retirement.
3) Two retirements
This only occurs if the benefits are granted by different regimes. This is the case of teachers who work in public and private schools. In this way, they would receive a pension from their own regime and another from the INSS.
The changes proposed by the government
The economic team intends to restrict the value of the benefit through pension reform.

- Pensions from different regimes;
- INSS pension and retirement.
