In recent years, the debate around racial quotas in universities has intensified in Brazil. The measure aims to promote the inclusion of black students and indigenous in higher education, aiming to combat social and racial inequality in the country.
However, Brazilian universities record, on average, more than 7 cases of irregular use of racial quotas a month.

The amount of fraud involving racial quotas is alarming
In partnership with federal universities in the country, the GloboNews carried out a survey that revealed the average number of cases of fraud.
Fraud in numbers
In the period between the beginning of 2020 and the end of 2022, an incredible 271 cases of quota fraud were reported. To get an idea, this amount represents more than 7 monthly cases. In all, 1,670 complaints were recorded during this period.
There is even the frustrating possibility that these numbers will increase, given that a third of the allegations are still in the investigation phase.
most common cases
According to the survey, the most common cases are fraud committed by white students who declare themselves to be black or indigenous in order to gain access to reserved places. In addition, a very common practice is the use of false documents to prove racial status.
In which universities are there more cases?
Among the 69 universities that participated in the survey, the Federal University of Ceará (UFC) is the institution with the highest frequency. The number is quite impressive, there are 95 cases investigated in which irregular use was proven. Right behind, the Federal University of Maranhão (UFMA), with 50 cases, and, in third place, the Federal University of Rio de Janeiro (UFRJ), with 41.
What happens to those caught cheating quota?
Although the rules in force at universities point to the immediate exclusion of students who use racial quotas improperly, the situation can be circumvented. This is because the student can resort to Justice based on the justification that racial self-declaration is the determining factor for the use of quotas. With this, the Justice authorizes the continuity of the student in the chosen course.
