The ICMS freezing measure is an attempt to stagnate part of the rising price of fuel.
By the end of January, fuel prices are expected to fall due to the decision by the states and the Federal District on the ICMS situation. The freezing measure has an effect of 90 days counting from its application.

Fuel price change
Finally, a percentage is calculated every 15 days on the Weighted Average Price to the Final Consumer (PMPF) and this directly interferes with the ICMS rate. So, this calculation is carried out by the National Agency of Petroleum, Natural Gas and Biofuels (ANP).
With the ICMS frozen, it ends up bringing a little relief to prices, but this will only be continuous if international and dollar prices continue to rise.
The average price of gasoline around the world is US$1.23 per liter, while in Brazil this average is US$1.14. The value is also no different for Diesel, with the world average price being US $1.12 and, in Brazil, US $0.89.

Petrobras performs the readjustments according to the exchange variation. So, in the year 2021, diesel in refineries had a cumulative increase of 65.3% and 73.4% of gasoline.
