teachers of all levels may become exempt from charging the Income Tax (IR) about their wages. The proposal, created through a bill by Senator Sérgio Petecão (PSD-AC), aims to contribute to the fulfillment of the goals of the National Education Plan (PNE) for the salary appreciation of this category of professionals.
Through the Bill 3.018/2021, the parliamentarian amends the IR legislation, the Law 7713 of 1988, by adding to the tax exemption list the salary of pre-school, primary, secondary and higher education teachers.

Only salaries and income acquired from other activities by teachers would be subject to taxation. To take advantage of this advantage, the PL determines that the worker is in effective exercise of his profession.
The congressman points out that the teaching salary floor is currently above the income tax exemption range. In this way, even elementary school teachers are subject to the collection of the tax. “Our idea is to benefit teachers currently in active practice and encourage as many people as possible to migrate to teaching”, said Petecão.

As justification for the measure, Petecão also mentions the PNE, approved in 2014. At the time it was assessed, the plan established as one of its goals a six-year period for equalizing teachers' salaries with professionals with equivalent education.

However, according to statistics from the PNE Observatory platform, from 2020, the average income of teachers reaches only 78.5% of the average. Therefore, Petecão's proposal can replace this salary loss.
“Given the difficulties of making more consistent progress towards meeting this goal, the exemption that we propose will be able to contribute to the appreciation of the teaching profession, including in higher education”, concluded the senator.
