According to the text of the project, the double allowance will be limited to the amount of up to two minimum wages, with the installments paid in March 2022 and 2023. Therefore, there are no chances of payment this year, especially when taking into account the holiday break.
Bill pending in the House
Also known as 14th salary, the extra amount will be allocated to retirees, pensioners and Social Security beneficiaries. The measure is being processed in the Chamber of Deputies through Bill 4367/20, authored by deputy Pompeo de Mattos (PDT-RS).
During his time at the Finance Committee, the rapporteur, Deputy Fábio Mitidieri (PSD-SE), was in favor of approving the text. According to him, the concession of the 13th double will be positive and will reduce the economic impacts of the pandemic among INSS insured persons.
According to federal government estimates, the payment of the 13th extra salary will have a retroactive impact of BRL 39.26 billion in 2020 and BRL 42.15 billion in 2021.
Remembering that the proposal is being processed in a conclusive manner, and must still be analyzed by the Constitution, Justice and Citizenship Commission (CCJ). If approved, it will then go to the Senate for consideration.
