New rules for food vouchers and meal vouchers
The alterations are part of Decree nº 10.854/21, published last year, which establishes changes both for employees as well as for employers, as well as for the institutions responsible for the vouchers and establishments that sell foods.
The government's objective with these modifications is to make the market for food voucher institutions larger, since this niche is concentrated in the hands of a few companies and follows a model seen as verticalized.
Changes that will affect workers
According to the Decree, commercial establishments that accept vouchers as a means of payment must not restrict or distinguish brands. That is, restaurants and markets that only accept a specific flag will need to adapt and accept the voucher, regardless of what it is.
In addition, card operators must allow the accumulated balance on a card of a certain brand to be transferred to a card of a different one without additional charges. In this way, workers will be able to shop in places closer to home, or where they deem most advantageous, without having to worry about whether or not the establishment accepts the flag of the your valley.
Changes for companies
As for the changes for companies, firstly, the institutions that provide food vouchers or meals for their employees cannot ask for or receive discounts when hiring operators of these types. benefits.
Another point is that all institutions registered in the Worker's Food Program (PAT) must obey the new rules established in the decree. In addition, these companies may continue to receive tax incentives, but will have to carry out nutritional monitoring of employees. Finally, the deadline for the changes to begin is already valid. In this way, companies have until May 2023 to adapt to the planned changes.
