According to the text, other pets are not included because parliamentarians understand that this would make it difficult to approve the project.
For Jornal Metrópoles, Bruno Lima (PP-SP) said that there is great resistance in the National Congress when it comes to large or wild animals. He further adds:
“We first introduced dogs and cats and then moved on to other animals.”
The text says that it is necessary to grant the tutor a free day so that he can resolve the necessary issues, such as determining what to do with the pet's body, for example. For deputies, burying the animal in the backyard can pollute the soil and contaminate groundwater and artesian wells. A day out of the work environment allows the owner to schedule himself to look for an incineration service, which has become very common these days.
“Not only because of the affective issue, which is super important, but also because of health and environmental issues”, said Bruno Lima.

Currently, Brazilian labor legislation grants at least two days of paid absence for the loss of a father, mother, siblings, children, spouse or other dependents, but does not say anything about animals.
