Federal Senate approves project to facilitate the payment of the floor
Last Tuesday, the 4th, a project that makes it possible for the states and municipalities of the country to pay for the costs of paying the new nursing floor for health professionals passed the approval of the Senate. The approval took place unanimously with 67 votes in favor and none against.
Now the text will go to the approval of the Chamber of Deputies.
In September of this year, the Federal Supreme Court (STF) suspended the law that determined the floor and asked that viable resources for application be sent. They should go beyond municipalities and federative units.
Some protests were made by category workers after the suspension announcement. The subject is part of the agenda among the debates of health agents since the beginning of the pandemic.

The national nursing floor was set at BRL 4,750 for nurses, BRL 3,325 for technicians and BRL 2,375 for assistants and midwives. Despite having been sanctioned, the STF suspended the decision on the grounds that there was a lack of ways to obtain resources so that all states and municipalities were able to pay these professionals without, of course, harming health and without this causing layoffs in pasta.
In this way, documents were requested that could show the impacts of the floor in the municipalities and states, in addition to outputs to subsidize the transfers to professionals in accordance with the legislation.
Measure passed by the Senate
Recently approved by senators, the measure is one of the proposals that could help with the costs of paying health professionals. The text in question allows the release of resources that are held in regional health and social assistance funds.
With this money, the states and municipalities will be able to pay the minimum wage for nursing. However, the amounts released will not be used to pay professionals directly. With more resources available, state governments and city halls will be able to have a break in the budget and pay workers.
Other proposals are still being debated by parliamentarians, such as the allocation of resources and exemption from the payroll of professionals, in order to subsidize the nursing floor.
According to Marcelo Castro (MDB), rapporteur for the proposal, he claims that there are R$ 34 billion available in state and municipal health funds. If the project actually becomes a law, that money is released.
