On August 11, the Ministry of Labor published an ordinance with new rules for assistance-inclusion. The benefit now favors people with disabilities who perform paid work as self-employed workers, small producers and the military. Such changes aim to encourage the return to the labor market of low-income people with disabilities.

The Inclusion Aid is granted to people with disabilities who receive – or have received in the last 5 years – the Benefit of Continued Provision (BPC) and got paid work worth up to two minimum wages, equivalent to R$ 2,424. This benefit is worth R$606, half the value of the BPC, which is equivalent to one minimum wage (R$1,212).

With the new ordinance, the following groups that fit the profile will now receive the benefit:

  • Self-employed workers who pay contributions to the INSS as individual taxpayers;
  • Rural producers who are not obliged to pay contributions – Special INSS insured persons;
  • Firemen;
  • Military Police and the Armed Forces.

Inclusion Aid Rules

In order to access the Inclusion Aid, you must first pass the BPC, but for that there are some prerequisites such as: being elderly over 65 years of age or having a moderate or severe disability (physical, mental, intellectual or sensory); family monthly income of up to ¼ of the minimum wage (R$ 303); active and up-to-date enrollment in the Single Registry (CadÚnico); and have a regularized CPF.

It is also important to know that the BPC does not require contributions to Social Security, as it is a welfare program. In addition, the new changes put on paper the requirement that medical expenses be included in the calculation of per capita income, which already happened in practice.

To request the aid, you need to access the “Meu INSS” website or application, go to the BPC beneficiary page and click on the “New Order” option, and then on “Auxílio-Inclusão”. In addition, it is possible to register by calling 135 or with a specialized lawyer. However, it is important to know that, when making this request, the beneficiary will have the BPC suspended. If he loses his job, the aid will be cancelled, but he will receive the BPC again.
