The intention of legislators was revealed by one of them, Norihiro Nakayama, who is part of the Liberal Party Democratic and is one of the members of the Chamber of Representatives of Japan, the equivalent of the Chamber of Deputies from Japan.

“If an application is found to have been used intentionally by a certain party of a certain country for its maliciously influencing operations, immediate interruption of service should be considered.”, he said.
Norihiro Nakayama also said that this control will serve as an alert for companies that control social networks, giving more security to their users.
“Making it clear that operations can be stopped will help keep apps under control, as it means TikTok's 17 million users (in Japan) will lose your access. This will also lead to a sense of security for users.”, she stated.
