Gasoline price will increase by R$ 0.16 per liter, on average

Next month, Brazilians should prepare to face an increase in the prices of gasoline and other fuels.

This change will result from a change in the form of application of ICMS (Tax on Circulation of Goods and Services), resulting in an average increase of R$ 0.16 per liter, representing an increase of 22% in the value current.

These data were estimated by the Brazilian Infrastructure Center (CBIE), which shared them with the Poder360 portal, responsible for their dissemination.

According to the CBIE, the increase in the price of gasoline will be due to the adoption of a new ICMS rate, set in up to R$ 1.22 per liter, as established by Confaz (National Council for Finance Policy) on the 31st of March.

It is precisely this new rate that will increase R$ 0.16 and will be fully passed on to consumers by state governments. This tax change will take effect nationwide from June 1.

Additionally, the change in ICMS collection will bring with it the monophasia characteristic, that is, the tax will be collected in a single stage of the distribution chain.

In addition, a fixed rate per liter of gasoline and ethanol, known as “ad rem”, will be applied.

Nowadays, the rate is a percentage based on the price of fuel, called “ad valorem”, and varies from 17% to 23%, depending on the state.

What prompted these changes?

One of the reasons behind the change in the way ICMS is collected is to reduce tax evasion. With the charging in a single step, the fuels will only be taxed when they leave the refineries.

In addition, this new regulation is expected to avoid the transfer of price instability, ensuring greater consistency in the value of gasoline.

Emerson Kapaz, president of the Legal Combustível Institute (ICL), stated that single-phase charging with “ad rem” taxation will reduce the risk of significant fluctuations in international prices, as well as exchange rate and dollar fluctuations, which, according to him, can be advantageous for the Petrobras.
