This Monday (3), the Chamber of Deputies approved the Bill (PL) that creates the Full Time School Program. It encourages the opening of new enrollments for the basic education modality with an extended workload.
The text approved in plenary is the replacement of the rapporteur, Deputy Mendonça Filho (União-PE), for PL 2617/23, of the Executive Branch.

Full-time school in Brazil
The proposal was forwarded with constitutional urgency. Thus, the text immediately goes to the Senate for its vote. The federal government's goal is to create 1 million new places in full-time schools in the country.
In this modality, students spend up to 35 hours per week studying at the educational institution. It would be like being in school for 7 hours every day. This type of full-time education is included in the National Education Plan (PNE) approved in 2014.
The Plan's goal is for 50% of public schools to have this type of modality. Thus, 25% of students would be able to study in full-time schools in Brazil.
“This is a State policy, it must unite and consecrate all who care about the interest of a emancipatory education that generates equity and opportunity for all”, said congressman Mendonça Son.
“If you arrive in the United States, in Canada, in Portugal or in France and talk about full-time education, people will laugh at you, because, in practice, these countries have been practicing full-time education for a long time”, added the parliamentarian.
Priority for the most vulnerable population
According to Agência Câmara de Notícias, the text of the rapporteur determines that the creation of new enrollments through this program must occur obligatorily in specific schools.
They are the ones that have pedagogical proposals aligned with the National Common Curricular Base and the constants of the Law of Guidelines and Bases of Education (LDB). In addition to giving priority to schools that serve students in a situation of greater socioeconomic vulnerability.
According to the Constitution, basic education is primarily the responsibility of municipalities (childhood education and primary education) and states (secondary education). Voluntary transfers from the Union to these federal entities will depend on adherence.
But the resources will be transferred directly by the National Education Development Fund (FNDE) to a specific current account, without the need for an agreement, agreement, contract or adjustment.
The project provides for the transfer of BRL 2 billion in financial assistance for the years 2023 and 2024. The objective is to establish comprehensive education in a broad and comprehensive way throughout the country.
