New PL wants maternity to count towards retirement time

PL 2647/2021 went through the Commission for the Defense of Women's Rights and must be evaluated before reaching the plenary. In this case, the objective of the rapporteurs is that the raising of children is accounted for in the period of retirement. This discussion also involves maternity leave and considers domestic work linked to the development of children in the first months of life.

According to federal deputy Talíria Petrone (PSOL – RJ), women play a fundamental role during pregnancy. This happens because they need a effort physical and emotional to breastfeed, create and adapt to the new routine.

Maternal care, in the opinion of the parliamentarian, is essential for the development of the human being. In this way, this unpaid work can lead to compensation in the retirement benefit, reducing formal work time.

What is the proposal of PL 2647/2021 for women?

According to the guidelines of PL 2647/2021, each woman must account for one more year of service, per live birth. Those who are registered in the General Social Security System (RGPS) earn two years of contribution.

The law also contemplates adopted children and children with disabilities, who account for two years of work for the retirement. In this way, mothers are able to rest earlier than provided for in the labor code.

As mentioned, the agenda states that maternity and paternity leave should count as contribution time. This measure is based on the idea that both fathers and mothers need to be encouraged to take care of their children.

Can women who have been mothers retire earlier?

It is still too early to say whether PL 2647/2021 has a chance of being approved after being processed in plenary. The text has already been incorporated into another bill, drafted by Deputy Jandira Feghali (PCdoB – RJ).

If it takes effect, women who have been mothers have a chance of retiring earlier, especially those who are beneficiaries.
