MEC allocates resources from civic-military schools to full-time teaching institutions

The budget resources reserved for the federal civic-military schools (personnel expenses in the amount of R$ 86.5 million) will now be directed to full-time teaching institutions or to priority projects preferred by the Minister of Education, Camilo Santana.

In a letter sent to the respective state secretaries of Education, on the 10th of this month, the MEC announced the 'gradual' end of the National Schools Program Civil-Military Committee (Pecim), after a joint evaluation, led by the Basic Education Secretariat team, with the participation of the Ministries of Defense and Education.

Of the total made available for the civic-military model (R$ 98.3 million), a survey carried out by National Education Development Fund (FNDE) found that only BRL 245.8 thousand were effectively paid.

In the document sent to the states, the MEC highlights that the implementation of the 'new guideline' will be gradual and monitored by the folder. The orientation is that the teaching units that had joined the program should be absorbed by the public education network, of states and municipalities. This means that such units will be maintained, but without the military program.

“We will continue working on building policies for our public school students, investing in programs such as the of full-time schools and connectivity in schools, which will benefit the entire Brazilian public network", said the minister.

Despite the Planalto's new orientation, for the extinction of the program, the information is that, at least, 13 states, plus the District Federal, should maintain the civic-military schools already implemented, with emphasis on Rio de Janeiro, São Paulo, Paraná and Minas General.

With this objective, in Rio Grande do Sul, bill 344/2023 presented in the state Legislative Assembly, authorizes the government of Rio Grande do Sul to institute the program civic-military, in addition to adding 25 schools with this format to the state education network, made up of 18 schools, as established by Governor Eduardo Milk.

Leite's determination is in the sense that the state secretariats of Education and Public Security are responsible for the operation of civic-military schools, whose adherence will be made through public consultation with the school community, according to a proposal signed by state deputies Lieutenant Coronel Zucco, Capitão Martim, Eliana Bayer, Gustavo Victorino and Sérgio peres.
