Skillful is an adjective common to both genders and corresponds to property of that or that which performs well certain thing. "She is a skilled joiner", meaning she is skilled at handling wood.

The expression good time means a productive period, generally associated with the time in which something could have been done or resolved. If you say that "he didn't have the time to bake the cake to take to the party", it means that he didn't have time to carry out the task.
Some linguists consider the term tense to be a vicious pleonasm, a phrase with an adjective that does not change the meaning of the previous word in context. By saying only that "he didn't have time" it is already estimated that the time he had was not enough to produce, that is, he was not skillful.
