For many authors, oratory can be considered an art but also a science. This is because it has an objective aspect, with specific characteristics, techniques and rules that can be learned; and a subjective aspect, such as personality or charisma.
Public speaking is an area that can be trained and improved. For this reason there are several public speaking courses, where individuals learn different techniques. These courses are often attended by shy people who do not like or do not know how to speak in public, who want to improve their persuasiveness or simply improve the scope professional.
Public speaking is very important for people who work in the legal framework. Oratory is central to lawyers, for example.
In literature, the first manifestations of eloquence arose with Homer's poems. However, in the area of oratory, that is, in speeches, only in the 5th century a. Ç. the first distinguished orators appeared, like Pericles, for example.
In classical Greece, some of the main speakers were Lysias, Isocrates and Demosthenes. The latter was a stutterer, but with his strength of will, he worked hard in this area. He went to the extreme of making speeches with stones in his mouth to evolve and got results, becoming one of the greatest Greek orators of all time.

Oratory and rhetoric are often described as synonymous. The two concepts have some similarities because they both imply skill in the realm of communication.
The rhetoric is broader and is independent of the existence of an audience, with the clear objective of persuading the audience. A person with good rhetoric can only manifest themselves in written communication, not necessarily being in front of an audience.
