MEC publishes ordinance with general guidelines for basic education

The Ministry of Education (MEC) published on January 11th an ordinance with general guidelines for the implementation of the new Basic Education Assessment System (Saeb). Published in the Official Gazette of the Union (DOU), the text specifies some points of another ordinance published in May 2020, which determined that the Saeb would be annual and will also serve to enter education higher.

Saeb is a set of assessments by the National Institute of Educational Studies and Research Anísio Teixeira (inep) which allows for a diagnosis of the quality of teaching in basic education, which includes Kindergarten, nine-year compulsory Elementary School and High School.

Currently, tests are applied every two years to students in the 2nd, 5th and 9th grades of elementary school and the 3rd grade of high school. With the ordinance published in May, the Saeb will be applied to students of all grades, starting in the 2nd year of elementary school.

The ordinance also points out the formulation of new objectives to assess high school students, which will be done in a serial manner. In addition, the exam will be an alternative for admission to higher education. Children aged 0-5 years will undergo examinations every two years through non-cognitive electronic questionnaires.

Also, according to the ordinance, Inep should carry out, in partnership with the states and municipalities, an annual census Saeb for the four areas of knowledge of basic education. Gradually, the assessment and accessibility conditions of the tests will be expanded.

These changes are intended to adapt the Saeb to the changes in the Common National Curriculum Base, observing the National Curriculum Guidelines, the National Literacy Policy and the new Education Average.

Thus, Inep should form a special commission, composed of representatives of the same, of the MEC, of ​​the National Council of Education Secretaries, National Union of Municipal Directors of Education, in addition to researchers to advise technically and pedagogically in the formulation of assessment instruments and in the progressive expansion of the Saeb reference population, according to the organ.
