The land statute, according to its official discourse, has as its main objective the socialization of access to rural property, in addition to modernizing the entire agrarian system to contribute to economic growth in the parents.
For a better analysis of the State on the reality of the Brazilian countryside, it was necessary to draw up a census, which started to be carried out in 1964. The census is also intended to classify rural properties, in addition to the conventional collection of age and sex.
For a better classification of properties, it was necessary to standardize the rural properties, called rural and fiscal modules. To establish the rural and fiscal module, three aspects are basically analyzed:
• Location: if the rural property is located close to large centers and has infrastructure, it will have a smaller area;
• Fertility and climate: the greater the conditions for cultivation, the smaller the area;
• Type of cultivated product: if a region produces, for example, cassava on an extensive level, the area will be larger, now if the cultivation is strawberries using high technology, its area is smaller.

After this standardization, the property categories were established.
• Minifundio: these are small rural properties responsible for the production of around 70% of all food consumed in the country, generally using family labor;
• Large estate by dimension: corresponds to large rural properties, with activity linked to agribusiness and their products are generally destined for the foreign market;
• Large estate by exploitation: this type of property is characterized by unproductiveness, as the owner acquires land with the intention of developing speculation therefore there is no intention of cultivating them, producing jobs, taxes and collaborating with the economic growth of the parents;
• Rural company: medium and large property that produces raw material (orange, soy, sugar cane, milk, meat, among others) for agribusiness.
