The second legislative term, of state deputy, was conquered with the expressive figure of 96,232 votes, in 1982. The first elections for the Assemblies, Chamber of Deputies and Senate after the military dictatorship made Alckmin a federal deputy, in 1986, for the PMDB. He would not complete the term for the same party. In 1988, a year before the election of Fernando Collor and Lula's debut as a presidential candidate, Alckmin founded the PSDB (his own membership form is the seventh) in the company of also dissident PMDB members Mário Covas, Fernando Henrique Cardoso and José Serra. The year 1990 marked his first election by the PSDB, once again as a federal deputy.
The long partnership with Mário Covas and the renowned almost 12 years of experience in the government of São Paulo began in the 1994 campaign, which was quite lavish for the toucans. Fernando Henrique arrived at Palácio do Planalto and Covas arrived at Palácio dos Bandeirantes, with Alckmin as vice-governor, after having been president of the PSDB of São Paulo for two terms.
