Guarantee of Law and Order (GLO) is a provisional measure granting the army the power of police, especially when there is a depletion of public security forces in crisis situations, for example.
O President it is who can decree the execution of Law and Order Guarantee operations. As a rule, these missions are only called when there is a serious threat to the maintenance of order and respect for the laws in the country.
The Guarantees of Law and Order are based on national legislation through article 142 of the Federal Constitution, which originated from the Complementary Law 97, 1999, and by Decree 3897, 2001.
The main function of the Armed Forces during GLO operations is to ensure, for a specified period, of episodic form and acting in a restricted area, the integrity and safety of the population and institutions.
The Ministry of Defense of Brazil has developed a GLO Manual which serves to standardize all operations carried out by the armed forces within the scope of these actions.
