The expansion of early childhood education must occur through planning that guarantees the quality of the places offered, accompanied by facilities and equipment, in accordance with infrastructure standards established by the Ministry of Education (MEC).
This is what the text of the substitute proposed by the rapporteur, deputy Maria Rosas (Republicanos-SP) – to Bill 975/23, by deputy Dani Cunha (União-RJ) – approved by the Committee for the Defense of the Rights of People with Disabilities of the Chamber of Deputies, in this Monday’s session (27).

Expansion by qualified professionals – According to the subject, the expansion of this educational segment must be carried out by qualified professionals, with teaching materials appropriate to the pedagogical proposal, from the provision of complementary and supplementary specialized educational assistance to students with disabilities, pervasive developmental disorders and high abilities or giftedness.
Another premise of the project is that which establishes criteria for drawing up a waiting list for places in basic education, including daycare centers, in sense of giving priority to children separated from family life or who live in situations of social vulnerability, among other situations criticism.
In addition to the propositions exposed, the substitute also changes two laws: Law of Guidelines and Bases of National Education (LDB) and the Legal Framework for Early Childhood, law that guides the development of public policies for children up to the first six years of age life.
Invasion of competence excluded – Only the part dealing with the waiting list was used by the rapporteur of the original project, while the part dealing with the creation of the teaching position of specialized support in special education, was excluded by it, under the allegation of invading the competence of the Executive Branch or because it is already included in the legislation.
When stating that the approved proposal allows for better planning of early childhood education, the rapporteur commented that “our challenge is to adequately plan the expansion of enrollment in pre-school and notably in daycare centers.”
Following the approval of the measure by the Commission for the Defense of the Rights of People with Disabilities, the matter will now be analyzed, conclusively, by the Education commissions; Finance and Taxation; and Constitution and Justice and Citizenship.
