The Federal Senate sanctioned, on October 24th, the new Quota Law in universities. The project was authored by deputy Maria do Rosário and the rapporteur in the Senate was the responsibility of senator Paulo Paim.

What changes with the new quota law?
Broad competition
Candidates registered under the quota policy will first compete in the broad competition mode so that, if the score is not good, they will be transferred to the competition within the reserved places.
Quilombolas
With the new law, people belonging to quilombola communities will have the right to have vacancies equivalent to their population in the state. For example, if 5% of the population of a federative unit is made up of quilombolas, universities must reserve 5% of places for this group.

Distribution of vacancies
Currently, if quota places that are not for public school students are not filled, opportunities are reallocated directly to these students. But, with the change, the places will first go to other quotas and then to students from public schools.
Assessments
Annually, the Ministry of Education (MEC) must publish a report with data on the quota policy. In addition, every ten years an evaluation of the policy will be carried out.
Proportion
Three years after the release of the Census, the Government must annually update the proportion of black, mixed race, indigenous, quilombola and people with disabilities in each state.
Master's and doctorate
It is also determined that higher education institutions must establish policies to promote the inclusion of black, brown, indigenous, quilombola and PCD people.
