Yes they are. And, in fact, the term is out of use. The correct thing to say is that they are people with dwarfism. Apparently, the person who made the studio rethink this was actor Peter Dinklage, who played Tyrion in the “Game Of Thrones” series.
He is a person with dwarfism and criticized the fact that Disney was, in some way, reinforcing stereotypes by keeping the princess's friends as they were. which they are and, at the same time, innovating and updating the story by casting a Latina in the role of Snow White (we'll talk about this later little).
Thus, Disney looked for alternatives to replace the princess's seven sidekicks. “To avoid reinforcing stereotypes from the original animated film, we are taking a different approach,” the company said in a statement.

Okay, but what about Snow White?
Just as happened in "The Little Mermaid", the casting of the live-action protagonist was accompanied by a lot of noise on social media.
In the mermaid film, the chosen actress was Halle Bailey, a young black woman. Internet users criticized the change in ethnicity compared to the original animation.
In the case of “Snow White”, they cast Rachel Zegler, a Latina woman, and the complaint was the same. According to them, Snow White should be white.
More changes to the script
Disney also chose to change other details in the story. For example, snow White she will not be saved by any prince nor will she dream of true love.
According to the actress who will bring the character to life, in an interview with Variety magazine, the changes will portray an idea of “women in powerful roles”.
Another point that will be changed is the famous phrase that the Evil Queen (played in the film by Gal Gadot) speaks to the magic mirror. They will exchange “more beautiful than me” for “fairer than me”.
“As we began to reimagine Snow White’s real role, she became the ‘fairest of them all,’ the which means who is the fairest and who can become a fantastic leader,” Rachel said in interview.
