This was a proposal presented by President Luiz Inácio Lula da Silva (PT) during the election campaign. Last Wednesday, February 1st, the 60-day period for owners to register their firearms with the National Weapons System (Sinarm), whether for permitted use or restricted. The function is valid for weapon collectors (CACs), shooters and hunters.
This operation is under the responsibility of the Federal Police so that the records are duly carried out in the system. The measure was published under the Ordinance No. 299, in the Official Gazette of the Union, on the same day that registration began to be counted.
“The non-registration of weapons in the form of this ordinance will subject the owner to the seizure of the respective weapon for an administrative infraction”, informed part of the text of the ordinance.
How to register?
To register, it is necessary to present documents such as CPF or CNPJ, name of the owner, address of residence and place where the weapon will be stored. Weapons owned by hunters or collectors must be registered along with the Traffic Guide signed by the Army Command.
Firearm homicide rates
The survey of data raised by Lula and Flávio Dino was based on the document of the Brazilian Public Security Forum. The data are in the Brazilian Public Security Yearbook 2022.
In 2021, Brazil recorded 47,503 homicides. This number represents 20% of the more than 200,000 deaths recorded in 102 countries, as research points out.
This same yearbook points out that the number of shooters, hunters and collectors grew by 473.6% in 4 years, starting in 2018. Out of 4.4 million of these private weapons, 2.88 million are registered, while 1.54 million have expired registrations.
