Last Wednesday, the 12th, the Ministry of Justice and Public Security (MJSP) announced a new measure to prevent this tragedy from being spectacularized on social networks. Minister Flávio Dino, from the MJSP, signed the measure that regularizes the prevention of this school violence content.
The first case was in a municipal school in São Paulo, with a teacher stabbed to death and other students injured, followed by a case in Blumenau, which killed 4 children with a hatchet. These cases have been covered in a wealth of detail, even uncomfortable, which has caused increasingly violent speculations, motivating new attacks on the fragile environment of institutions.
For Dino, these companies were considered “neutral” in the face of violent situations, which is why they do not comply with the responsibility for these contents and, now, they will be held responsible for this.
“What the ordinance states is that they are politically, socially and legally responsible. Because these companies are service providers, they curate content that we view, they leverage content, they influence, therefore, the content that circulates on the internet", declared the minister in a press conference of press.
What will be done?
Social networks will be obliged to comply with normative prerequisites to deal with the matter. Known as a “duty of safety and care”, the National Consumer Secretariat (Senacon), a member of the Ministry of Justice, will investigate each of these companies so that they do not violate the rules.
Senacon will be responsible for monitoring the obligations set forth in the rule in the event of the propagation of illicit content, content considered harmful to the mental and physical health of children and adolescents and content considered inappropriate for the age of the user.
In addition, the body may request, whenever necessary, detailed information on the profiles that share aggressive videos, strategies to invade schools or any incentive for these attacks.
In case of non-compliance, the fine will be R$ 12 million or, in extreme cases, the profile on the social network may be suspended in Brazil.
