The project was created in 2019, but was handed over to the Constitution and Justice Commission (CCJ) just over 2 months ago.
According to the text, it is proposed that the driving school is no longer a mandatory criterion for practical and theoretical exams, since the cost of issuing a CNH can exceed R$3,000 and such institutions pocket around 80% of that amount. Find out, below, how Brazilians will issue the CNH if the bill is approved:

Bill exempts classes in driving schools for issuing driver's license
With the increase in prices for driving lessons and the issuance of National Driver's License (CNH), added to growing unemployment – stimulating workers to act as app drivers or couriers – it is necessary to reduce bureaucracy, in Brazil, the process of obtaining a driver’s license driver. This is what Senator Kátia Abreu (PDT-TO), author of Bill 6485/2019, believes. Learn more about this PL that is being processed in the Federal Senate:
1. Would it be the end of driving schools?
No. Driving schools are still authorized to operate as educational institutions and can help people who have never driven before or who feel safer in learning to drive in the traditional way. However, it gives aspiring drivers greater freedom of choice when choosing how and where they want to learn, as we will detail in the next topic.
2. Where to learn to drive, if not at driving school?
The text creates a new profession: independent driving instructors. They are drivers who want to give private driving lessons, without being directly linked to a driving school. For this, the worker must meet the following criteria:
- Have a qualification, for at least 3 years, of the same category(ies) as the student.
- Not have been suspended or revoked from the CNH for the last 5 years.
- Never having been convicted and never having responded directly to traffic accidents.
- Not having ongoing proceedings related to traffic penalties.
3. Will the Law be valid for all categories of CNH?
No. The original Bill deals with the release of driving schools only for people who want to obtain a CNH in categories A and B. For the other categories, driving school will remain mandatory.
