The survey of information came from a collaboration between Data for a Democratic Debate (D³e), TLTL (Transformative Learning Technologies Lab), from Columbia University in the United States, as well as the Telefónica Foundation and the Lemann Center. In this study, international blended learning experiences were presented, as well as the challenges for its application and recommendations that can help formulate public policies for the implementation of this modality in the country.
Among the various issues that were presented in the document, we found the problem of the basic infrastructure for its correct adoption. The study also points out that, even if some hybrid learning practices can occur without mediation of digital technologies, the strategies used by Brazilians in progress and current government actions suggest that digital environments will be the main mediation between the hybrid approach and everyday life educational.
For the work to be effective, it is essential that educational institutions, educators and also students have unrestricted access to two fundamental elements, which are capable computers and permanent internet connection. In order to demonstrate how important the aforementioned point is, a study was carried out based on a report created in 2021 by the IDB (Inter-American Development Bank), which shows that, in Brazil, cell phones have been the equipment most used by students, representing 84% of the total, but among those students who use cell phones, 40% share the device with another person. According to experts, the device is not a suitable device to be able to carry out educational activities in the remote model.
Due to the pandemic, the public authorities sought quick and cheap solutions to enable remote education in the country, which is understandable in the emergency scenario we are facing. However, the researchers indicate that, in order to form blended learning policies, those responsible for managing public need to understand that the choice of tablets and cell phones ends up being harmful compared to the use of computers.
The elaboration and application of teaching through virtual environments depends a lot on decisions about methods and investments that go beyond the walls of schools. Also, meeting all these points is something that only an adequate public policy could provide.
