Law number 14,440 was enacted on September 2, 2022, authorizing the inclusion of drawback services, suspension and a few other issues. This measure allows those who work with exports in our country to purchase imported or even domestic services with suspension of payment of the contribution to PIS/PASEP and also COFINS, provided that they are directly and exclusively intended for export or delivery abroad of the products that are the result of using the function of drawback.

For those who don't know, the drawback is a tool to insert companies internationally in the country that is providing the necessary support in terms of exports of more than US$ 61 billion in the last year, and that today, includes tax relief only on the purchase of foreign and also national goods that have their destinations for the industries of products that will be exported.
Due to this new legislation, which will only come into effect in January 2023, to facilitate compliance with the tax rules of our country, services related to the export of goods – in the case of transport, insurance, handling and also cargo storage – will be being treated in a manner similar to that applied to goods that are used in the manufacture of certain items sold outside our country. This ends up generating a reduction in charges and also increasing competitiveness for those who carry out local exports.
Up to the present moment, only imports of goods that are carried out here in Brazil to, who knows, be exported in the future, is that they had access to this Drawback tool Suspension. It is worth mentioning that 16 services have now been included in the country's customs regime due to this recently enacted law.
This initiative has gained prominence with regard to the use of services by some other sectors of our economy, above all the industrial sector, through global and also regional chains of values.
Another point to be informed is that this measure will bring about a certain amount of “abandonment” in revenue of approximately R$ 1.1 billion. However, this amount has already been included in the Annual Budget Bill, known as PLOA, for next year, 2023, and forwarded to the National Congress on the 31st. This loss of values was one of the main reasons why the adoption of this measure was not being approved.
