Due to the delay in the procedure, parliamentarians, supporters and unionists defended the return of the discussion on the subject in the National Congress in May of this year. The Constitution, Justice and Citizenship Commission finally approved the vote on the proposal, which still has a long way to go before final approval.
Who will be entitled to the 14th INSS salary?
If the PL referring to the payment of the 14th salary is approved by Congress, approximately 30 million of policyholders will be able to benefit from the measure, referring to the following benefits: retirement; aid-seclusion; sickness benefit; accident allowance; death benefit and maternity allowance.
In this way, beneficiaries of programs of an assistance nature, such as the Continuous Cash Benefit, will be excluded from payments. (BPC), Lifetime Monthly Income (RMV), Supplementary allowance for accidents at work and social security support for worker disability rural.
What will be the value of the 14th salary, if approved?
According to the Bill that created the benefit, the intention is to release the payment of the benefit in up to two minimum wages. However, the amount granted to the respective beneficiary will depend on the allowance received.
Some rules were established in order to establish criteria for benefit payments. Thus, those who receive only one minimum wage, which is currently R$ 1,212, will receive the benefit in the same amount, that is, they will have a 14th salary equivalent to the national minimum wage.
On the other hand, those who earn more than one minimum wage will receive a wage plus an additional one corresponding to the difference between salary and social security ceiling (which is BRL 7,087.22 in 2022), but respecting the limit of up to two minimum wages (BRL 2,424 in 2022).
